below the total receipts on account of Revenue.

In order to give effect to this view it is necessary that the sum of $6,378,691.01, which is understood to represent the total expenditure on Railway Construction up to 31st December 1908, should be inserted in the Annual Account for 1908 under a separate Head immediately below the total of the charges against voted services, and that $3,294,693.87, the total received by the Colony from the Viceroy of Wuchang during the same period should be credited to a special head, e.g. "Loan Account", directly below the total of Revenue, the necessary corrections being made in the Annual Account to relieve the Head, "Public Works Extraordinary" and the Deposit and Suspense Accounts of the charges at present recorded against them.
